The short explanation of this alert was:

One of the most important air pollution bills passed by the state legislature in 2006 is in imminent danger of not being signed by the governor. This bill, SB 927, will fund air quality, security, and infrastructure improvements at the ports of Los Angeles and Long Beach by collecting a mere $30 from each massive shipping container moving through the ports. According to the California Air Resources Board, 2,400 Californians die prematurely each year due to air pollution from transporting goods. Please ask Governor Schwarzenegger to sign this crucial air pollution bill!
